Protecting Children Through Collaborative Action

The Scale of Harm

According to a 2023 Scale of Harm study by International Justice Mission (IJM) and Nottingham Rights Lab:

  • Nearly 500,000 Filipino children – approximately 1 in 100 – were trafficked to produce new online sexual exploitation materials in 2022.
  • IJM reports that 83% of traffickers are family members, and the median victim age is 11.
  • UNICEF states that approximately two million children in the Philippines were subjected to online sexual abuse and exploitation in 2021.

The Philippines has been identified internationally as a major hotspot for OSEC, driven by a combination of:

  • poverty and financial vulnerability,
  • widespread digital access,
  • online payment systems,
  • weak awareness of harm,
  • and the hidden nature of abuse within homes and communities.
